Legal Question in Traffic Law in Virginia

Earphones while riding a motorcycle

Viginia law for this is as follows: 46.2-1078. Unlawful to operate motor vehicle, bicycle, electric personal assistive mobility device, electric power-assisted bicycle, or moped while using earphones.

It shall be unlawful for any person to operate a motor vehicle, bicycle, electric personal assistive mobility device, electric power-assisted bicycle, or moped on the highways in the Commonwealth while using earphones on or in both ears.

The way that the last section reads it seems that it would be legal to ride with just one earphone in place. Am I intepreting this correctly?

No, I do not believe that you are as the plural, earphones, obviously also includes the singular form, earphone. Therefore, riding with one earphone stuck in one ear should be sufficient to get you convicted under this statute(in my opinion).
