Legal Question in Traffic Law in Virginia

My Question is on one state imposing their laws onto a vehicle that is registered and inspected in another state. For Example. My Truck Front Side windows were tinted to the 35% Legal limited as prescribed in the North Carolina State Law and stayed within the 20% reflective limit. I'm active military and currently am stationed in Virginia. Virginia State Law on the other hand ask for a 50% Front Side tint level, when i was pulled (for speeding) the officer added the Window tint ticket as well. Question again being can one state such as Virginia impose their State Law on a vehicle that is registered and has a valid inspection in another state, in this case North Carolina?

Yes, a state like Virginia can certainly try, but this is the kind of infraction that should be challenged by the owner of the vehicle who has been charged and any Virginia prosecutor assigned to such a case would likely be more than willing to dismiss the window tinting charge as part of a plea bargain to settle the speeding charge.
