State Educational Institution Parking Ticket

I received a parking ticket driving someone elses car. I came into the school the next day and filed and appeal, explaining I was the driver at the time during the violation. They accepted the appeal and acknowleged it with formal documentation. This should have rebutted the prima facie presumption that the owner was the violator in Virginia Code 46.2-1220 and Prince William County Ordinance 13-345. But they are still persueing the owner of the car through a collections agency eventhough the know I was the violator and they have all my information in the system. They are trying to tell me because they are a State Instution they don't have to abide by Prince William County Ordinances. Any rate, they mailed me an appeal decision in they mail, but they sent it to the wrong address, not the one I printed on the form, their mistake. I never got the form, as a result, I went unpaid and they have sent the owner of the car to collections. I told them I want them to remove the collections fee and a late fee so I can pay it. They don't want to do anything, they say they have the right to send the owner to collections.
