My brother filed for bankruptcy more than ten years ago. Can he be administrator of our mothers estate?

Yes. Generally, there are only two (2) statutory grounds under which a person is not qualified to serve as a personal representative: (1) if the person is a minor; or (2) the court finds him/her unsuitable in formal proceedings. Best wishes.
