Leins against inherited property?

My mothers property is located in Virginia, there are 4 siblings. 1, has a federal income tax lein against them, does it affect the division of profit of sale of home? Does her tax lein affect all of our portions or just hers?

Will her tax lein affect the sale or closing of the title?

Is it possible for her to be removed as a benificiary?
