Legal Question in Workers Comp in Virginia

At a local smoothie store that I work at, there was a theft of 145 dollars. Evidence points that it was stolen between a Friday and a Monday. Is it legal for the employer to fine EVERYONE that worked within those hours?

No, probably not, and the matter should likely be reported to the Virginia Department of Labor and Industry's employment division and an investigation of the employer's alleged action(s) requested.
