And got hit by that car. I did not get any fines and also received police report that states "it was reasonable for me to make the u turn. I only had liability insurance and my insurance agent is not really helping me to settle my claim.

Can you please give any advice what to do?

What you do depends on whether or not you suffered any physical injury in the accident. If you were injured in the accident, you should first seek medical attention to determine the severity of your injury. Then make a claim with the the other drivers insurance company. You then need to provide proof of your loss, i.e. any medical bills, out of pocket costs, loss wages, etc. along with a letter stating the facts of the accident, the harm caused to y ou, a list of damages, and a brief statement stating what you want to settle the claim. The rest is negotiation with the claims adjuster.

If you were not injured, and only suffered damage to your vehicle. You simply need to make a claim with the other driver's insurance company, and provide a copy of the police report, a repair estimate, along with a letter stating the facts of the accident, your damages, and what you want to settle the claim, any settlment should include the amount need to repair the vehicle, an amount for loss of use, and compensation for any other damages arising from the accident.

In any physical injury accident, you are advised to seek the help of an attorney depending on the amount of medical costs incurred by you.
