Is it legal for a credit card company to send your account to a collection agency, and then the original company continues to charge fees and bill you at the same time the collection agency is billing you?

Probably not, and here is why: Once there has been no activity whatsoever on an account for 180 days, the original creditor is required to take it off their accounting books as an asset, and call it a "collections" account, or otherwise indicate that the amount of money you owe them is not being counted as an asset of the creditor.

There are some good websites out there you may want to look at. I like budhibbs.com and pennlawyer.com because they are really good primers on collection laws, and explain in great depth how to deal with this.
