If you were convicted of felony harassment in WA, you will be considered everywhere to have been convicted of a felony. The fact that the same act if committed in TX would not be a felony does not change your status. (The opposite is not always true, e.g. there are circumstances in which an act may disqualify you from employment or eligibility if it would be a felony under WA law.)

You should consider vacating the record of conviction so that you can respond, for all purposes, including applications for employment, that you have not been convicted of the crime. Be advised, however, that federal law enforcement agencies will still have records indicating that you were at one time convicted. Still, vacating the conviction may remove any disabilities that you would have with the conviction on your record. You can visit my website to determine whether you are eligible to have your WA felony conviction vacated - www.washrecord.com.

Contact me if you need additional assistance. Having your conviction vacated does not typically require that you appear in court.
