Goverment offical dicriminates jung homeless man

i witnessd a homeless man get discriminated and insulted because he is homeless and is living in a tent.he was insulted as a person, his intellegance was degrated and some of his belongings were willfully damaged.because of the intire incedent his injury flarred up and he was in pain and destress all night because he did not have any way to call medical assitance for treatment (military injury as i seen in paperwork that he showed me after the accurance) as i have seen it he is at no fault and yet he recaved a citation for camping on state park property which has no ''no camping'' signs and there are 2 others that reside there. on top of all the verbal abuse and medical discomfort he had to endure.he was calm and polite during the entire attack.

is there anything that this jung man would be able to do and how long does he have to do something?

The first thing to do is file a claim with the government entity that runs the park. For example, if this is a state park, he'd file a complaint with the state risk management office. If this is a city park, he'd file a claim with the city.

The amount of time varies from governmental entity to entity. The best thing is to file right away.
