can they arrest me on a warrant for a dui after 7 years the warrant is nonextradictable

With very few exceptions (due to error) warrants are eternal.

I agree. As an example, if you failed to appear for a court hearing on the case (say, a pretrial), the Statute of Limitations would then be tolled (suspended).
