Legal Question in DUI Law in Washington

I had a deferred dui in 1999, from my understanding back then was that it was going to be taken off my record after my 5 year program.

Yes, two year program. Five years no other violations. Why? Has it not come off? Sometimes you need to go back to court to have it removed.
