attaching a levy to an out of state bank

What are the laws and complete procedures for attaching a levy to a bank, which is not in the same state the judgement was originated in. The State the judgement orginated in is California and the Bank is in Washington.

Do you mean garnishing the debtor's bank account?

First start with CHAPTER 6.36 RCW The UNIFORM ENFORCEMENT OF FOREIGN JUDGMENTS ACThttp://www.leg.wa.gov/pub/rcw/title_06/chapter_036/. (All ot Title 6 is Enforcement of Judgments http://www.leg.wa.gov/pub/rcw/title_06/)

Second garnish the bank account. See CHAPTER 6.27 RCW at http://www.leg.wa.gov/pub/rcw/title_06/chapter_027/. Especially RCW 6.27.080 Writ directed to financial institution at http://www.leg.wa.gov/pub/rcw/title_06/chapter_027/rcw_6_27_080.txt.
