Legal Question in Civil Litigation in Washington

Anti harassment order

Recently had an Anti Harassment Order issues against a neighbor. The order states no surveilance. Today notice the neighbor has a small eye camera in an upstairs bedroom window. There are only 3 homes on this easement road which deadends at my house. I feel I am being watched ALL THE TIME! Thus the retraining order. There is much more but this is the most recent issue. Is the camera not considered surveilance? Please help. TIA
