is it legal to barrow something from someone that you do not know,as long as you leave a note saying the specific time and date that youll be bring it back and sign and date it leaving your address

It would depend somewhat. Generally speaking, absolutely not. There is no legal theory of "borrow." Generally, you give people a "license" to use property, and that is what borrowing would be. If you don't know someone then how could that someone have given you a license to use it? There may be exceptions for example where using the personal property of another without their authorization (trespass to chattel) such as an emergency (i.e. necessity).
