parking ticket at university

I received a notice from a collection agency saying I owe for a parking ticket at a local university. I immediately contacted the school's parking ticket dept. telling them I was never there, and can prove it. They say they sent me a letter 2 months ago, and because their letter was not returned they assume I got it and the charge owed stands. I never received such a letter. I have told them it was not me & I never received any letter, but they refuse to budge. What else can I do?

Parking tickets go against the owner of the vehicle. I assume that the vehicle that was ticketed was yours. Who else was using your vehicle? Was the address that they had for you correct? Was that address from your vehicle's registration records thatare tied to your vehicle license plate number? Is that address current? This is a debt collection matter now and your rights are now determined by the Federal Fair Debt Collection Practices Act. You will have to dispute the debt in writing to the collection agancy within 30 days of the date of the letter or telephone call from the collection agency. Request complete documentation of the debt, including all correspondence sent by, I assume, WWU as well as the copy of the original parking citation, etc. It is now up to you to disprove that you are liable for the ticket. Maybe you better be more careful as to who you allow to use your car and that you keep the address of your vehicle registration current so that you know when something is going on with your vehicle.
