my stepfather is deceased, he wanted his half of the proceeds of their home when it was sold to go to my step-brother so my mom put that in her will. She asked if he gets that money right when she sells it if she does so before she dies or if he has to wait until she passes.

It all depends on the language in your stepfather's will, but from your question it appears that the money is only to go to him when your mother passes. She would not need to put the bequest (gift taking effect at death) in her will if he is to receive the money while she is alive.
