Want to promote new website by giving away vacation packages

I am launching a new classifieds website. Membership is free, only cost is for actually posting some ads. To help promote, I would like to offer some vacation packages (cover hotel costs, except taxes and travel and any extras. There is a small processing fee charged by the room broker). These would be random drawings, which I would like to do from the membership base... no purchase of services required, information given during sign up is not used for anything other than the drawing and for their membership, which is free and can be canceled at anytime.

I would like to have them have to check the site at least once a week to see if their name is on the winner's list, but I belive that might be tip-toeing or even crossing the line.

I know sweepstakes and give aways can be sensitive, so just wondering if there are any issues with this method, or if there is anything that needs to be done, such as registering the give away, licensing, etc.? FYI, the membership amounts to a one page form that collects basic contact information and agreement to the terms of the site... all of which still protects the members rights, doesn't sell their information, doesn't obligate them to any purchases of any kind.
