Rights about child non-payment child support & custody

Is it against the Wisconsin State law for a ex-husband not paying child support when he has a job. The court ordered child support in the divorce. He also has visitation rights of the children, and has 1 child at his home now & refuses to return him to me. I have custody of all 3 children & he does not. The divorse was finalized in the state of Colorado. He lives in Wisconsin & I live in Texas.

Texas subscribes to the Uniform Child Support Enforcement Act. You would first have to transfer jurisdiction from Colorado to Texas. Then the Texas court could entertain an enforcement action for the custody and child support issues. The AG's office would only assist on the child support issue.
