Legal Question in Immigration Law in Wisconsin

I am a US citizen, my soon to be wife is a Canadian, i wanted to get married to her asap and get started on her green card application. she is here without a visa, she overstayed her "visitor" limit. What is the best option to get married to her? Should we get married in the US or Canada? And in which country should we start applying for her to be living with me legally?
