Legal Question in Administrative Law in India

My mother submitted passport application with all requisite supporting documents. But her passport was not issued on the ground that the police verification was adverse. My father also applied for passport (who retired as a Gazetted officer from Indian Railways) at the same time and he received his passport.

The reason cited by the police for adverse report against my mother is because she submitted an affidavit as proof of birth whereas she did her schooling from a school which is approx. 35 km away from her place of birth.

The police is not ready to accept the analogy that in those days (her dob is 8/1/51) it was common for people from small towns to travel several kilometers for schooling. My grandfather was also an employee of Indian Railways at Kanchrapara workshop. His service record has also been presented.

I want to ask you, in the event of police not issuing a favorable report for my mother, can I move the court to ask the police to come out with specific reasons for the unfavorable report and with specific demands for additional supporting documents if any.

Thanking you for your kind help.
