Legal Question in Administrative Law in Pakistan

I have been reinstated in service as per Reinstatement of Sacked Employees ACT 2010 in Pakistan effective from 08-12-2010. However, later on as Sub Committee of Cabinet, Establishment Division, GOP has directed that all sacked employees having been reinstated in service (not reappointed a fresh) should be allowed point to point fixation of pay from the date of their dismissal/termination i.e. from the year 1997. Question is that this point to point fixation of pay is not mentioned in the said ACT. Therefore, organization is not extending the same. Whether directives of the Establishment Division is to be implemented or otherwise.
