Dear Sir / Madam,
Except for nomenclature or terminology, both mean one and the same. For brevity, a surviving member certificate may apply where the deceased has passed away intestate (without a Will) and the latter legal/succession certificate may be the terminology used when the deceased has nominated his estate in the name of his / her legal heir by way of a Will.
Regards,
