Legal Question in Consumer Law in India

I had passed BTech from a private institute in Jalandhar. Our institute charged us Rs. 5000 saying that government had increased fee structure two years ago but institute did not charge us the increased fee for last two years. Institute had denied to issue us NOC and our Certificates until we paid the fees. In actual no change was made by Govt in fee structure for our batch. Govt had mentioned in the notice that the revised fee structure was applicable to the batch next to our batch. I had complained to the University and after 3 months institute had agreed to refund the fees. But the students are still very angry because they have gone away to other cities and countries after leaving the college and now college asks them to come back for getting their refund. Also I want sue the institute to somehow so that the institute should be given some sought of penalty because whatever they had done was like harassment.

Also I had sent an email to the AICTE, MHRD, Punjab Govt regarding this case. It has been 3 months that email was sent to the Punjab Govt department but no reply has been given by them. It has been more than 1 month that I sent the complaint through email to MHRD and ACITE. But no action has been taken by these too.

Please advise me what can I do in this case for suing the institute and Can I complaint about the Govt bodies who did not pay attention towards my complaint? I cannot afford the fees of lawyers because I am not earning yet. So Please suggest me a way which is affordable for me.

You should concentrate and focus your attention on your career and job, and not waste your invaluable time on other matters which do not benefit you in any way whatsoever. Just forget about it and move on.
