2) How a married woman can be out from company quarter with legally if she is not willing to do so !

You have three questions - each one is answered against their respective No.s
1. & 2. In Company quarters - or a martial home - wife can stay with husband, company will not object. But here it seems that your husband is not ready to keep you, in that event company cannot do anything, yes, you may try and enforce your conjugal right, and file a complaint on grounds of cruelty against your husband.
3. You can file a Criminal Complaint against him for bigamy, he can be punished for that.
