Legal Question in Family Law in Pakistan

Someone please answer I have a question. Court fixed 12,000 maintenance for my Friend's new born child with 10% annual increase. It has become 18,000 in just a few years time. He did second marriage and also got 2 children from second marriage. Now his income is 60,000/month... So, 18,000 for one child is totally unfair... And it will still increase every year and may take 50% or more part of my friend's income in the next few years... or may go above this. What about the him, his wife and other 2 children?? Very little will be left for them from his income.
Is there a way to decrease maintenance or stop annual increase?? Can any lawyer tell me a real case in which such thing has happened? Because his lawyer told me we cannot stop the increase no matter what. Is this true?
