Legal Question in Family Law in Pakistan

Dear Sir,

My wife is at her home without my consent since one year she is not willing to come back. I want to apply for second marriage. can I give an application to concerned union council or should I apply for conjugal rights first.

I heard that if I give simple notice to my wife to come back and if she does not come back than I can go ahead for 2nd marriage. is it true
