Legal Question in Immigration Law in India

My parents had an inter-religious marriage in the 1980's and they had not registered it. My mother changed her full name, and we have an affidavit from a notary stating both people represented by her old name and present name are one same person, but it's not been published in the Gazette. She has an expired passport issued in her old name way back before her marriage.

So my question is, if we are to apply for her passport, should we apply for a fresh passport or reissue another passport? Also, will the name change affidavit suffice to get the passport issued in her new name? Further, having read somewhere that a marriage certificate is needed for including name of spouse in the passport, can we give an affidavit for the same instead, because getting a marriage certificate now would be next to impossible for us.

The whole thing is confusing to me, and maybe I am over-thinking but I would like to make things crystal clear in my head before I proceed. Urgently awaiting helpful answers. Thanks in advance

You had created lots of irregularities up to date and had not performed your duties for which you were responsible so lots of problems may arise at different stage and creation of new passport may have troublesome.
