Is internal agreement valid which is made between employer and employee for compulsory service period of 18 months?

Is company have the right to deduct from my final settlement after I resign for not completing the 18 months compulsory service period , the amount which they have spent on my training and driving licence sponsorship?

Dear Sir / Madam,

Only if it has been mutually agreed in writing between you and the Company that the Company is entitled to deduct expenses incurred on your training and other expenses if you leave the Company within 18 months, the Company's action in deducting those expenses from your full and final settlement dues is legally justified, otherwise not.
