Legal Question in Employment Law in India

i have worked in company for 11 months during my tenure i didn't have the salary on proper dates, later on i didn't get the salary for three months. so i asked my ceo regarding this. she replied me u take leave after fixing this we will continue. during this i had nearly three months pending after a month i approached my coo, he told to move on look for another job. i got offer form an opponent company,when i approached him for re-leaving letter he refused to give it & my salary too...
what should i do

First join the new Company and then initiate legal action against the present Company for recovery of your final settlement dues from them.
