Legal Question in Landlord & Tenant Law in India

I purchased 8 biswa land in a village in eastern uttar pradesh ,on this land 20 years back a school was constructed through funds locally collected from the residents of near by villages, it was run by the local district board .Original land owner had agreed to permit erection of building without transferring the title of the land either in the name of government or any other body related to school or else ,under the assurance that once government built its own school building on vacant gaon sabha land, the school shall be transferred to that building.Owner was never intended to transfer the land ,he had just permitted the use of land for public good. For last 20 years school is run in a nearby newly constructed building and old structure was abandoned for last 20 years. When I purchased the land it was in the name and possession of original seller which stands transferred and registered in my name after an objection was disposed in my favor by naib tehsildar. Now no objections are pending against my ownership for last two years. No specific party is opposing but anonymous applications were filled as original seller had some rivalries in the area and he was opposed by them. Two rooms of total 6 rooms are locked and illegally occupied by a teacher of that school who recently died and another by a peon who use it as personal abode to sleep and cook as he is an outsider. Khasra khatuani of the land now is in my name and land is registered in my name . What is the status of my my property? what is the position of illegal occupation? Please tell me the procedure to vacate the building and flush them out. Whom should I approach? Education department has washed its hand saying they are not responsible for illegal occupation by its employees.Tell me in detail.
