Dear Sir / Madam,
It has been my experience that 99% women like to live in a clean environment. I get the impression that your cousin brother's wife is trying to get rid of your elder brother out of the house. You should instigate the landlord to call your cousin brother's wife and tell her straight on her face that only one family is permitted to reside in his premises, and that since the tenancy is in your elder brother's name only his family is permitted to stay in the premises, and that she should vacate the place. In my view, only the landlord (House Owner) can get your cousin brother's wife out of the premises.
