Legal Question in Real Estate Law in India

our grand father were come from pakistan.when india and pakistan divided. our GF got a land for migrants from govt.. They have three children. after some time GF expired and their three children divided the land between three part. Two children died after and one is alive. question is that that land's owner name was on Gf. hiw one children was my father. he doesnt registered his part of land on his name from govt. That was also coming at the name of Gf. my father has two sons and one daughter.all are married and mother is also alive.now who is the owner of that land ? Is my mother is owner, but my father doesnt registered that land at his name . can my sister can demand for his part . can we two brother are owner of that land. can my sister demand for his part from grand father,s land or my mother can say that she is owner . please advice. reply soon
