When can DHR be told to Quit

Dhr got invo;ved in a case where child lied about sexual abuse by father. child retracts accuations. DHR says they do not belive childs second story. Case is still on going court has made no ruling. Child was 16 when abuse supposedly happened she turned 18 and wishes DHR to drop the case and go away. Can this be done?

She has a guardian ad litem, who is her attorney. She should make her feelings known to the GAL and the accused should move the court for a trial quickly.
