A book of quotations

I have read about ''fair use'', but am still unsure. I am putting together a book of quotes for use as a reference book of quotes. All quotes will be very short. I am also making a breif derogatory comment (1-3 sentences) about each quote. The comments will have political implications. Does this fall under ''fair use''? The intent is for profit.

Normally, political commentary does fall under fair use. However, fair use is a complicated concept and there are many factors that go into deciding whether specific facts constitute fair use. For example, who are the quotes from, and under what circumstances were they spoken/written by the original person? There are many other questions and issues that go into it.
