Attendance control program

My husband works for a large company that recently implemented a plan to reduce absenteeism . However , they indicate that an absence w/ a dr.'s excuse will not be appoved unless it's for a chronic illness or recurring illness , i.e heart disease , cancer , etc . Cases where continued medical treatment is required for normal life functions , not for regular diagnostic doctor visits , such as flu . Also they are requiring the illness be indicated on the excuse . And this is for the employee only .It would not be excused if your spouse or child required medical attention that required you take off , even if it's a serious condition . Can they legally enforce this ?
