Student Loans

I, entered into the U.S Army under the student loan repayment program. I entered in 2003, and they still have not paid. I keep getting nasty phone calls from my lenders, and I keep telling them that I have already submitted that info to the Army. Nothing has been done about it and I am wondering if the Army is in Breach of Contract with myself because they have not paid, and not to care. I joined enlisted for the reason of getting my loans paid off. I should have came in as an Officer, for they get paid more and I would have been able to afford to pay my loans and not have this problem. So is the Army in Breach of Contract, and what could be the outcome of this if they are. And also what is my options if the Army is found to be in Breach of Contract?

PS: I recommend you submit an application to your lender requesting to defer payment on your student loans if possible.
