In Alabama, is a deceased person's will public record, even if the heirs have signed a waiver of probate?

Generally, yes. Unless the Court has "sealed" the files upon a party's motion, which is rather rare. You should be able to go to the Courthouse, and ask for the file and inspect the Will and obtain a copy of it as well, for which the Court may charge you a nominal copying fee.
