Discharge Upgrade

I was honorably discharged from the USNR in 1962. I reenlisted in the regular navy and due to a number of circumstances relating to my expression of my political beliefs I was discharged under laees than honorable conditions in 1964. Is there any way that I am able to have this latter discharge reviewed and upgraded.
