Can a Attorney deny a payment that is all you can afford?

No. They need to accept whatever amount you are willing to pay, so long as it is legal tender. Just because you owe more than that is not a good reason to accept nothing. Of course, you should continue to make payments as you are able and pay off the balance in full as soon as possible.
