buying a car from an owner

We paid the money for a car from a man and he signed a paper for the amount and said that we bought the car, but he said that his wife needed to sign the title also and that he would send it to us within a week. He said...just go ahead and take the car and we will send you the title. We did and he did not send us the title. We keep calling and he keeps putting us off and now says that she has signed it over to him because he went through a divorce but he is too busy with his business to get it transfered over to him legally and then to send it to us. I dont know what to do...it has been over 3 months and he will not send us the title. What can we do: He has our money and we still have the car but it is not in our name, so I dont think we legally own the car...and we cant put insurance on it for we dont own it? I like the car but I need it in our name and I want to make sure there is insurance on it.

I SUGGEST YOU TAKE THAT RECEIPT OR BILL OF SALE OR WHATEVER IT IS, AND GO TO THE STATE DEPARTMENT OF MOTOR VEHICLES AND EXPLAIN THE WHOLE SITUATION TO THEM. THEY SHOULD BE ABLE TO HELP YOU. IF NOT, YOU NEED TO SUE HIM.
