Legal Question in Real Estate Law in Arizona

What is the process to elimate an easement on our property in New River, Arizona (Maricopa County). Maricopa County Planning and Zoneing suggested (yesterday's meeting) that we elimate the easement. There is no road, no need for anyone to access any other property (in other words, there will not be a land lock issue), no one uses it and we landscape it. Maricopa County Planning and Zoneing say they will never issue a permit for any type of usage. What paperwork is required, proceedures to follow, which agencies do we need to contact?
