Who is authorized to perform a procedure?

In the state of Arkansas, can a nurse or other medical staff at the doctor's office perform a procedure under the orders or ''supervision'' of a doctor or APN; specifically cytoscopy or TUMT (CoreTherm). What constitutes supervision? If the doctor ''looks in'' during a TUMT, or comes in to review the monitor screen information during a cytoscopy, is this enough? Does a medical consent for a procedure such as TUMT include ''the practice'' or just the urologist?
