Legal Question in Disability Law in California

swimming pool lifts

we are located in the county of Sacramento, CA, city of Elk Grove. We are in a private gated community, 55 and over. The residents have been told that they must pay to install a pool lift for one resident who is handicapped. We have been told this is mandatory re CA code. I have researched this and cannot find reference to private pools in a private gated community setting. Help?

See Civil Code section 51, the Unruh Act -- no business may discriminate because of, among other things, disability.
