Obtaining a Court Ordered Delayed Birth Certiicates
Hello,
I'm looking for legal advice as to how to petition for a Court Ordered Delayed Birth Certificate. I am 19 and I have never had a Birth Certificate or a Social Security Number. I have taken steps to apply for both, but was declined due to lack of proof of documents of where I was born. I was born in Miami Beach, Florida, Dade County. However, my parents held my birth in a motel room, so no notification of my birth was ever made. I was referred by FL. Vital Records to petition for a Court Ordered Delayed Birth Certificate. I know I can do that in my state of residency, being California. Yet, I am unsure how to go about doing that and unable to find advice locally. Any help would be greatly appreciated, Thank You.

Your starting point would be to find a copy of California's Health and Safety Code at a library, law library, or on line.
Look in the H&S Code for Division 102, Part 1, Chapter 4, Articles 1 through 4.
Article 1 contains general provisions relating to delayed registration of birth. Article 2 covers applications. Article 3 discusses evidence requirements. Article 4 covers registration after a successful application.
