License requirements
Is a farm labor contractor lisence required under the following conditions?
1.agriculturally zoned
2.small horse breeding business with one employee
3.has housing approved for agricultural employee

It sounds to me as though you are a farm labor employer, but not a farm labor contractor.
A farm labor contractor is someone who provides farm workers to someone else for a fee. That doesn't seem to be you, since it sounds like your employee works in your own operation.
As an employer, you will be responsible for withholding taxes and workers' compensation insurance.
