If a defendant in a lawsuit was being accused by a plaintiff with concealment of documents and that this concealment of documents caused “prior orders to wrongly decided” would a Federal District Court in a pending lawsuit immediately grant a plaintiffs request for early discovery for“critical documents that is in defendants possesion and coontrol whichthey concealed from plaintiff” causing plaintiff to suffer greater civil rights violations.

Your lawyer should know the answer to this one, and if you don't have a lawyer you have no business attempting to play one in federal court.
If you really have a good federal civil rights case you should be able to find a lawyer to take it, since lawyer fees are reimbursed in civil rights cases.
