I work for redhawk casino and they will not give me the time off issued by my doctor can they legally do that im an American citizen will are government allow them to do that

You need to consult with an employment lawyer. If you are being given medical leave by your doctor, that must be honored by the employer. There may be consequences but you should speak with some one in HR about this.
