Consultant non-performance

Is a consultant (independent contractor) required to notify a client if he does not have the skill set/competence necessary to perform the assignment or must the client find that out for himself after 200 plus hours of billing and compensation?

if the contractor doesnt do the job right for whatever reason then he could be sued for breach of contract.
