Superbowl Squares on the Net
It's considered gambling, so how can so many websites offer this service and management of superbowl squares? Is there a loophole to offering this service?

Gambling is indeed illegal, but a simple "game", where there's no betting is probably NOT illegal.
There are laws regulating (but not prohibiting) "Sweepstakes" (again, no betting, just an entry), which is probably how the game you're mentioning works.
